They were not doing what they did because they thought it was right, or even because it worked very well. They were simply caught in the same feedback loop in which all behavior is made. Their spasms of delivering small torments relieved their frustration and gave the impression of momentum toward a solution. Most potently, it immediately stopped the behavior. A goof trying to make a smol laugh and smile (I think it worked)
In my mind's eye, I see them sitting there, and Meryl is getting way too quiet and in her thoughts (probably wondering how she was going to convince the cities that Vash isn't who they think he is) and Vash, ever the one ready to remove the worries of others and putting it on himself, takes it upon himself to pull her thoughts back and try to make her laugh.
I'd write a proper story to pair with this if I was a better writer.... 👀but I wouldn't say no to anyone who wanted a go.
